EVALUATION OF THE SECOND 10-YEAR INSERVICE INSPECTION INTERVAL  :

PROGRAM PLAN REQUESTS FOR RELIEF FOR THE DUANE ARNOLD ENERGY CENTER (TAC NO. M99202)

Dear Mr. Liu:

By letter dated June 26,1997, IES Utilities Inc. (lES) submitted to the NRC requests for relief from the requirements of the apphable ASME Code,Section XI, during the second 10 year ,

inservice inspection interval of th: tuane Arnold Energy Center (DAEC). The submittal contained five relief requests: NDE-022, NDE 23, NDE 24, NDE 25, and NDE 26. Additional i information with respect to these relief requests was provided in a letter dated September 15, ,

1997.

The staff has evaluated the information provided by IES regarding these relief requests. IES' proposed alternatives contained in relief requests NDE 22 and NDE 24 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii) in that compliance with the Code would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.

Regarding IES requests for relief NDE 23, NDE 25, and NDE 26, the staff has determined that the requirements of the Code are impractical and the reliefs are granted in the second 10 year interval pursuant to 10 CFR 50.55a(g)(6)(i). The relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest given due consideration to the burden upon IES that could result if the requirements were irrposed on the facility. The staff's safety evaluction is enclosed.
