Establish communications utilizing two-way radio network, plant telephone system, plantwide Voice Communications System and/or cellular telephones.

- 3. Make standard authorized announcements over the Voice Communications System (VCS) and as instructed by the Emergency Coordinator.

_ 4. Report to appropriate duty station as required.

_ 5. Assure accountability of all Security personnel on-site.

1, 12/31/96 RESPOND / PROTECT / CONTROL GENERAL RESPONSE

_ 1.

Provide traffic control for personnel and vechicles on and about the plant site as necessary.

_ 2. As directed by the Emergency Coordinator assure the main 1

roadway to the plant is kept clear.

_ 3. Restrict from the plant site any vehicles other than those of Westinghouse personnel and response organizations assisting in resolution of the emergency.

_ 4. Open any locked gates or doors as required by the Emergency Response Organization (ERO), especially gates 1 and 5.

_5.

Provide two-way radios to authorized members of the ERO.

CIVIL DISTURBANCE O

_'1.

The Security & Services Manager will meet with the Emergency Director, Coordinator and Staff to assess the situation and initiate actions to protect life and property.

_2.

Security & Services Manager or Emergency Director will notify Richland County Sheriff's Office as necessary.

_ 3. Maintain site map at main security station for determining vulnerable entry points and facilities.

TRANSPORTATION ACCIDENT

_ 1. When notified of a transportation accident, immediately refer the individual to CHEMTREC at 1-800-424-9300.

_ 2. Notify the Emergency Coordinator of the accident.

_3.

Maintain copies of bill of lading forms for categories of shipments from the Columbia Plant.

_ 4. Maintain a copy of DOT P 5800.5, " EMERGENCY RESPONSE l

GUIDEBOOK" for guidance in first response to radioactive or hazardous materials transportation incidents.

HAZARDOUS WEATHER

_1.

Monitor NOAA weather alert radio continuously (twenty-four hour basis) for weather conditions.

_ 2. Notify the Emergency Coordinator, Maintenance Manager and URRS Team Manager upon hearing report (s) of impending severe weather conditions which could affect the Columbia site.

BOMB THREAT

_ 1.

Upon receiving a bomb threat (telephone, verbal, written or observed), immediately transmit the call or information to the Manager of Security and Services, Human Resources Manager l

or Emergency Coordinator.

_ 2. Attain and record the following information if possible:

. location of the bomb; n

type of bomb and packaging; k')

. background noise; i

. exact language used; type of voice, accent, mannerisms; sex of the caller;

. age of the caller; caller's name.

TERMINATE / REPORT

_ 1.

Incident ended.

Verify with all response teams that all necessary actions have been taken.
