Dear Mr. Makris:
The NRC.sta.ff.has recently been considering the question of membership on the National Response Team (NRT).
I understand that you recently met with the staff i
to discuss the implications of full NRC membership on the NRT.
I personally want to thank you for taking the time to come out to Bethesda to discuss this issue with those individuals.
In 1982, Mr. Richard DeYoung, Director of the Office of Inspection and Enforce-ment, declined an EPA request for membership on the NRT, preferring to provide any coordination with the NRT through an NRC observer to that group.
Since that time, NRC has regularly participated in meetings of the NRT and some of its subcommittees. We have found that participation is useful in keeping abreast of the concerns and plans of other agencies with respect to response to hazardous materials releases.
Recent changes in public perceptions about hazardous materials and certain accidents have demonstrated that there is an even closer relationship between our interests in radiological matters and chemical hazards associated with NRC and agreement state licensees.
It is now our desire to accept EPA's invitation and become a member of the NRT in order to fully participate at the national level in the functions of that group and demonstrate our interest in assuring that responses to radiological and chemical hazards are thoroughly coordinated.
The NRC's primary member to the NRT will be Mr. Kenneth E. Perkins (on 492-7361) and his alternate will be Mr. Bernard H. Weiss (on 492-7053).
Before we make a similar commitment that NRC regions become members of the Regional Response Teams, we wish to gain additional information and experience.
Consequently, we will request one or two of our regions to contact the RRT(s) in their respective areas and initiate discussions regarding the possible nature and extent of their involvement on the RRT(s).
This information gathering phase may include attending RRT meetings, and once concluded will result in an evaluation and recommendation to me on the appropriateness of our regions becoming RRT members.
In the interim, if a situation should occur at the RRT level that would benefit from NRC regional involvement, please address that situation to Mr. Perkins or Mr. Weiss for resolution on a case-specific basis, pg 888" M8%
