Dear Mr. Civic:

Christooher Ryder, Nuclear Regulatory Cummission, is doing a study of radioactive material being found in the recycling stream. His work is supporting potential regulatory changes for devices containing sealed radioactive sources. Understanding the activities in industnes is an impo; tant aspect of his analysis. Mr. Ryder has been touring various industries, such as steel mills, scrap yards, and paper mills, to leam what people have to contend with in these industries. Also, he has been discussing the project with the American Iron and Steel Institute (AISI).

Mr. Ryder was referred to you by Peter Hemandez, AISI. Mr. Ryder would like to tour the Hazelwood coke plant several times to leam about the activities of closing down a plant. The tours would complement his discussion with the demolition contracting industry.

Mr. Ryder would like to bring James Yusko, Pennsylvania Department of Environmental Prote:tions. Mr. Yusko has been assisting Mr. Ryder during visits to many steel mills and scrap yards 'a the Pittsburgh area. Mr. Hernandez is certainly welcomed as well.

Mr. Ryder is interested in learning about the stages of closing a large industrial facility. He would like to talk to people at the coke plant and visit the plant after it has been closed. If possible, he would like to take photographs as he has at other plants. Of course, this would be strictly on LTV's terms. Please call Mr. Ryder at your convenience, (301) 415-6102, to discuss whether or not LTV is amenable to a tour of the Hazelwood facility.
