NRC INGPECTION REPORT 70-7001/97008(DNMS) ]

AND NOTICE OF VIOLATION

Dear Mr. Miller:

On October 7,1997, the NRC completed radiation protection, recurity and routine resident inspec' ions at your Paducah Gaseous Diffusion Plant. The enclosed report presents the results of the inspections. During the six-week period covered by the inspection report, the conduct of activitin at the Paducah Gaseous Diffusion Plant were generally adequate.

Based upon the results of the inspections, the NRC has determined that violations of NRC requirements occurred. The violations are cited in the enclosed Notice of Violation (Natice) and the circumstances surrounding them are described in detailin the enclosed report. The violations are of concern because, collectively, the violations indicate some deficiencies in your staff's understanding of plant policies regarding the use of procedures and the problem reporting system. As a result of the deficiencies, plant staff continued to use equipment and systems which included unevaluated nenconformances.

In addition, the NRC conclum Jt the actions identified in Confirmatory Action Letter (CAL)

Rlll-97-003 for the restart of Building C-400 spray booth have been accomplished. The details of our inspection are discussed in Section M1.1 of the enclosed report.

You are required to respond to this letter and should follow the instructions specified in the enciosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure conipliance with regulatory requirements.
