Dear Sir,

We are writing with reference to your NRC Hulletin 97 02 dated 23 September 1997 regardi1g puncture testing of shipping packages under 10 CFR Part 71.

I accordance with the requested actions we have reviewed the puncture test assessment of our Model 420 Type 11 Package. This assessment was based upon physical testing of a full sized specimen. HowcVer,in this case, the billet had been placed u >on the target used for the drop test, but not fixed to this target. As a result of this assessment, we mye again performed this punuure test of the Model 420 Type B Package with the billet fixed to the target.

On 19 November 1997, a Model 420 Package was subjected to the puncture test prescribed in 10CIW71.73(c)(3). As 10CFR71.73(a) rec uires the sequential application of the test conditions, a free drop test,in accordance with 10CfR7 l.73(c)(1), was perfomied in advance of the puncture test.

The Model 420 Package was subjected to a free drop from a height of 9 meters (30 feet) onto a target chosen following the guidance ofIAEA Safety Series No.37, Third Edition, for an essentially unyielding surface.

The package was subsequently subjected to four separate puncture tests, freely falling from a hei Dt of one meter (40 i nches) onto a steel billet 150 mm (six inches) in diameter and 200 mm (8 inc ies)long which was fastened to the target used for the free drop test. The test billet was fastened to the steel plate of the drop test target by means of 1/2 13 UNC steel bolts.

A report of this test is attached to this letter. As a result of these free drop and puncture tests, there was some minor deformation to the outside of the package. However, there was no reduction of the stmetural integrity of the package, no release of the package contents and no reduction in the shielding effectiveness of the package.

As a result of these tests,it is concluded that the Model 420 lhekage satisfies the requirements of the free drop and pimeture tests of 10 CFR 71.73(c)(I) and 10 CFR 71.73(c)(3).

Model 420 Type B Package Puncture Test.

On 1g November 1997, a Model 420 Package was subjected to the puncture test prescribed in 10CFR71,73(c)(3). The Model 420 contained a Model 425 inner package as shown in drawing 42500.

The package contained additionalleaj to achieve a total package weight of 83 pounds. As 10CFR71,73(a) requires the sequential application of the test conditions, a free drop test, in accordance with 10CFR71.73(c)(1), was performed in advance of the puncture test.

Free Drop -

The Model 420 Package was subjected to a free drop from a height of g meters (30 feet) onto a target.

The target for this drop was a flat stee', ib,1.19 m (47 inches) long,1.22 rn (48 inches) wide and 25 millimeters (1 inch) thick and having a niass of 264 kg (625 pounds) which was wet-floated onto a concrete pad 1.2 m (48 in) long,1.2 m (48 in) wide and 1.2 m (48 in) thick and having a mass of 3,780 kg (8.320 lb).

This target was chosen following the guidance of IAEA Safety Series No. 37, Third Edition, for an essentially unyloiding surface.

The package impacted upon the upper rim and the clamping ring. The impact caused deformation of the upper edge of the package and the clamping ring. However, the package remained securely closed, and there was no reduction in the structural integrity of the package.

Puricture Drop Subsequent to the free drop test described above, the Model 420 Package was subjected to a series of puncture tests, freely f alling from a height of one meter (40 inches) onto a steel billet 150 mm (six inches) in diameter and 200 mm (8 inches) long which was fastened to the target used for the free drop test. The test billet was f astened to the steel plate of the drop test target by means of 1/2-13 UNC steel bolts.

During the first puncture test, the package impacted upon the uppe chine and side wall. The impact caused minor deformation of this section of the side of the package. However, the package rernained securely closed, and there was no reduction in the structural integrity of the package.

Dunng the second puncture test, the package impacted upon the upper rim and the clampir;g ring in the

- area where the clamping ring is bolted together. The impact caused no deformation, and only a slight scratch of the surface of the clamping ring. The package remained securely closed, and there was no reduction in the structural integrity of the package.

During the third puncture test, the package impacted upon the top surface of the package, in the center of the tid. The impact caused a smallindentation of the cover. However, the cover remained securely attached to the package. There was no reduction in the structural Integnty of the pac'tage.

During the fourth puncture test, the package impacted upon the side surface of the package. The impact caused a small bdtmtation of the cover. The package remained securely closed, and there was no reduction in the structuralintegnty of the package.
