T. J. Maimen letter of November 12,1996 to A. Bill Beach NRC Region 111 The purpose of this letter is provide a new completion date for validation of the Design Basis Documents for the six systems as stated in Reference (1), and to update the activities being performed by the Design Basis Inithtive (DDI) Program at Dresden Station.
h the May 30,1997 letter (Reference 1), Dresden indicated that the three Design Basis Documents (DBDs), associated with the six systems above, would be validated in 1997.
As part of the six site Design Basis initiative (DDI) Project Plan, validation of the existing DDDs has been rescheduled to take place aller system design basis validation and D
reconstitution elTorts have been completed. This will allow the information obtained in the validation and reconstitution efTorts to be incorporated into revised DBDs before DBD va:idation elTorts begin. As an interim measure, the DBDs have been returned to "information only" status until such time as the Updated Final Safety Analysis Report d
(UFSAR), Technical Specifications (TS), Safety Evaluation Reports (SER), and the Dresden Administrative Technical Requirements (DATR) have been verified to be in agreement. The DBD validation will be completed by December 1999. This will ensure that all the information from the UFSAR, TS, SER, and DATR are accurately reflected in the documents prior to the DBDs being re-issued as " controlled documents."

USNRC November 17,1997
- JSPLTR: #97 0191 Page 2 The commitments made in References (2) and (3) and updated in Reference (1) continue to be implemented at Dresden. System validation and reconstintion has been completed for the risk significant portions of Senice Water (SW) and Turbine Building Closed Cooling Water (TBCCW) systems. Validation efforts for the 125 VDC, the Containment t
Cooling Senice Water (CCSW) and Emergency Core Cooling System (ECCS) initiation logic systems are nearing completion. Validation efforts on the Low Pressure Coolant Injection (LPCI) and 250 VDC systems are continuing and completion is expected to by j
the end of 1997. To date, there have been no deficiencies which required modification to the plant. A licensing amendment related to CCSW and LPCI issues is expected to be submitted to the NRC for review and approval in January 1998.
The twenty three calculations (identified as either missing or incomplete in the February 1997 Key Parameter Review) for these six systems are in the process of being completed this year, or have been justified as not being required based on existing test data available.
ifyou have any questions concerning this issue, please contact Mr. Russell Freeman, Dresden Station Site Engineering Manager, at (815) 942-2920, ext. 3700.
