Dear Dr. Paperiello:

In References 1 and 2, USEC committed to perform a systematic review, update and confirmation of the information contained in Application SAR Chapter 3, and to make necessary changes to the Safety Analysis Report Update (SARUP) analyses and supporting documentation. In a meeting between the U.S. Nuclear Regulatory Commission (NRC) and the United States Enrichment Comoration (USEC) on October 28,1998, USEC presented the project plan for updating the cunent Application Chapter 3. As described in this meeting, a graded approach will be applied to the structures, systems and components (SSCs) to be included in the updated Chapter 3 to determine the content and level of detail for each updated Chapter 3 section. This graded approach is consistent with the graded approach used in the development of the Chapter 4 hazards and accident analyses submitted with the SARUP CAR. The SSCs to be included in the updated Chapter 3 have been categorized into the following four grades:

Grade 1 -

SSCs credited in the SARUP analyses for prevention or mitigation of offsite consequences (Q SSCs)

Grade 2 -

SSCs credited in the SARUP analyses for prevention or mitigation of onsite g

consequences (AQ-NCS, AQ SSCs)

Dg Grade 3 -

SSCs not credited in the SARUP analyses which support operation of the gaseous diffusion plants (Non-safety SSCs)

Grade 4 -

detailed description of the SSC. A brief description will be provided for Grade 4 facilities.

Enclosure I contains four proposed updated Chapter 3 sections. These proposed sections are representative of the content and level of detail to be included in updated Chapter 3 sections for SSCs categorized as Grade 1 through Grade 4. These proposed sections are provided for NRC review to determine if 1) these proposed sections would be accepuble for formal NRC review when included as part of the updated Chapter 3 submittal, and 2) the format, content and level of detail of these proposed sections, to include the attached figures, appears appropriate, based on the safety i

significance of the SSC as described in the SARUP CAR. In addition, Enclosure 2 provides a proposed updated Chapter 3 Table of Contents for the PGDP and PORTS Safety Analysis Reports for your review and comment.

In Reference 3, USEC proposed six priority levels and intermediate milestone dates for completion of the Chapter 3 update associated with Q, AQ-NCS and AQ SSCs. The milestone dates proposed L

in Reference 3 were the best estimates at the time. Ilowever, experience gained during preparation of the attached sample sections indicates that the intermediate milestone dates presented in Reference 3 for the Priority 1 and 2 SSCs were overly optimistic. In addition, based on the efforts expended to prepare the attached sections, USEC is currently re-evaluating the milestone dates associated with the Priority 3 through 6 SSCs. Based on this evaluation, the intermediate milestone dates for the Priority 3 through 6 SSCs may also change. The impact, if any, on the October 31,1999, completion date for submittal of the Chapter 3 Update due to intermediate milestone date changes is currently being assessed. USEC will notify the NRC should the results of this assessment indicate a need to revise the October 31,1999, submittal date for the Chapter 3 Update. Even though the intermediate milestone dates may change, USEC still intends to complete the Q, AQ-NCS and AQ SSCs sections in accordance with the priority levels described in Reference 3.
