Maine Yankee (Operational) Quality Assurance Program - Revisions 12,13 and 14 Gentlemen:

Enclosed is Revisions 12,13 and 14 of the Maine Yankee (Operational) Quality Assurance Program.

These revisions satisfy the submittal requirements of 10CFR50.71(e)(4).

Enclosure I contains Revisions 12. Enclosure 2 contains Revision 13. The changes contained in  !

these revisions did not reduce the commitments in the program previously accepted by the NRC Therefore, these changes have been implemented and are submitted to the NRC in accordance with 10 CFR 50.54(a)(3). Enclosure 3 contains Revision 14. The changes contained in this revision appear to meet the NRC stafrs opinion of what constitutes a reduction in program commitment. Therefore, these changes are being submitted to the NRC for approval pursuant to 10 CFR 50.54(a)(3).

Enclosure 4 contains a discussion of each change in Revision 14 that constitutes a possible rcduction in program commitments. This discussion includes: the identification of the change, the reason for the change, and the basis for concluding that the change continues to satisfy the criteria of appendix I

B of this part and the Safety Analysis Report quality assurance program description commitments previously accepted by the NRC. Enclosure 5 contains a summary table which identifies all of the changes made to Revisions 12,13 and 14 and provides a reason for the change. For additional information, Enclosure 6 provides a brief summary of the 10 CFR 50.54(a) evaluation that was performed in support of changes made in systems and equipment classifications.
