SUMMARY
OF MEETING HELD ON OCTOBER 9,1997, WITH NEl TO DISCUSS ISSUES RELATED TO UPDATING FSAR On October 9,1997, the s*aff held a public meeting with the Nuclear Energy institute (NEI) at NRC headquarters in Rockville, Maryland to discuss issues related to periodic updating of the Final Safety Analysis Report (FSAR). The purpose of this meeting was to discuss current status and industry initiatives and exchange information on topics related to updating the FSAR. Attachment 1 lists of meeting participants.
The staff had expressed the following concerns on updating the FSAR: 1) the industry appears to be waiting for guidance to be issued by the Commission, rather than taking proactive actions to address the updates -licensees should start to work on updating their FSARs instead of waiting for NRC's guidance; 2) the Commission has granted a period of enforcement discretion to encourage licensees to update their FSAR in a timely manner and licensees should take advantaga of this enforcement discretion; and 3)if changes were made to +.he f acility, whether they were physical changes or procedures as described in FSAR, regulations require licensees to address these changes in the FSAR.
NEl representatives stated that currently, NEl was concentrating its efforts of updating the FSAR on near-term ections. Mr. Russ Bell will chair the group working on the updating the FSARs, NEl representatives indicated that if information is contained in the FSAR, then any changes to the information must be updated by the licensee. Ntil representatives also indicated that they would have to discuss some of the issues further with the task force and may need to get NEl management invoived. Both NEl representatives and the staff aareed that more communication is needed in order to address the issues.
