Dear Mr. Marion:

I have received your letter of October 7.1997, in which you provided a revised Regulatory Response Group Plan for NRC review.

As noted in your letter, the Regulatory Reiponse Groups (RRG) have been mobilized infrequently over the past several years and the circumstances under which the RRG are to be mobilized may not be well understood. Further. the abilit, of licensees and Owners Groups to respond to events or new safety concerns and provide

.information to the US Nuclear Regulatory Commission (NRC) regarding those circumstances has improved with advancements in communications technology.

Therefore. It may be beneficial to revise the RRG Plan.
