SUMMARY

OF MEETING HELD ON OCTOBER 30,1997, WITH NEl TO DISCUSS ISSUES RELATED TO UPDATING FSAR On October 30,1997, the staff held a public meeting with the Nuclear Energy Institute

(NEI) at NRC headquarters la Rockville, Maryland. The purpose of this meeting was to discuss concerns and exchange laformation on topics related to updating of the Final Safety Analysis Report (FSAR). Attachment 1 lists the meeting participants.

One area of discussion was on the interpretation of the phrase "the effects of" in the final rule. The staff stated that the "the effects of" includes: (1) all changes made in the physical f acility or procedures described in FSAR: (2) all analyses and safety evaluations rarformed by licensees either in support of requested license amendments or in support of

conclusion that changes riid not involve unreviewed safety question; and (3) all analyses of new safety issues performed by or on behalf of the licensee at the Commission's request.

The NEl representatives indicated that it is their understanding the phrase "the effects or" includes all changes that resulted either physical changes to the facility or changes in the description in the FSAR, and all rulemakings on new issues such as anticipated transieret without scram (ATWS) and station blackout (SBO). Both parties agreed that more stedy is needed on this issue.

Another area of discussion was on the topic of " level of detail." The staff raised the question: "should the threshold of content and level of detailin FSAR be brought up to a

standard level?" The NEl representatives stated that the level of detail should be

dependent on the topic or the subject. While some topic areas need to be updated with a detailed description, others should match the level of Jetail of the original FSAR.

pf(f3 The NEl representatives stated several benefits of being able to remove information from the FSAR. These benefits included reducing the amount of information that licensees have to maintain and allowing licensees to stay focused on more significant issues. The staff stated that the rules and regulations do not provide a formal process to remove information from the FSAR.

November 17, 1997 However, since the regulations do not address the format of the FSAR, licensees were free to look at options, such as placing information that is r.o longer applicable to plant operation to appendices that contain historicalinforrration, such as the startup testing program. These appendices would remain part of the updated FMR so that they would remain available and accessible to the staff and the public.

The NEl representatives agreed to further evaluate these issues and state <! that they planned to submit to the staff a document that provides guidance to licensees on updating the FSAR. The tentative date for submission of this guidance was by November 17, 1997.
