The purpose of this letter is to inform you of the NRC staff determination that the above referenced exemption request (Reference 1) is not necessary. The basis for this determination is that the same action requested by Reference 1 will also be implemented by the issuance of a license amendment in accordance with your application for changes to the Millstone, Unit 1 operating license (Reference 2).
