in a letter from Mr. Joim A. Grobe dated October 4,1997, the Nuclear Regulatory Commission

forwarded the results of an inspection conducted by your staff at our Point Beach Nuclear Plant from

August 25 29,1997. This inspection report included a Notice of Violation which identified a violation

of NRC requirements.

We have reviewed the Notice of Violation and, pursuant to the provisions of 10 CFR 2.201, have

prepared a written' response to the violation as requested by your letter of October 4,1997, Our written

response is included as an attachment to this letter.

We believe that the attached reply is responsive to the Notice of Violation and fulfills the requirements

identified in your October 4,1997 letter.

REPLY TO A NOTICE OF VIOLATION _

NRC INSPECTION REPORTS 50 266/97018 AND 50-301/97018

POINT BEACH NUCLEAR PLANT UNITS 1 AND 2

During an NRC inspection conducted from August 25-29,1997, a violation ofNRC

g

requirements was identified. Inspection Reports 50 266/97018 and 50 301/97018 and the Notice

of Violation (Notice) transmitted to Wisconsin Electric on October 4,1997, provide details

_

regarding the violation.

-

In accordance with the instructions provided in the Notice, our reply to the vioktion includes:

(1) the reason for the violation, or if contested, the basis for disputing the violation; (2) the

corrective action taken and the results achieved; (3) corrective action to be taken to avoid further

violations; and (4) the date when full compliance will be achieved.

Violationt

"Techtdcal Specibeation L5.6.11 requires, in part, that radiological control proce

and made available to all station personnel, and shall state permissible radiation exposure levels.

The radiation protection program shall meet the requirements of 10 CFR Part 20.

Ilealth Physics Calibration Procedure, HPCAL 1.28, requires in part, that self-reading dosimeters

(SRDs) will be checked for response (calibration) at the following frequencies: prior to initial

use, when damage may have occurred and routinely in June and December for the emergency

plan SRDs Documentation of SRD checks will be logged onto the Self Reading Dosimeter

Response /Drin Check form.

Contrary to the above, as of August 29,1997, eleven emergency plan SRDs were not calibrated

in June 1997, and had not been calibrated since December 1996. In addition, as of August 29

1997, cl;ecks were not documented for 23 of the dosimeters calibrated in June 1997 "

We concur that this is a violation of NRC requirements as characterized in the inspection rep

During our investigation of the cause of this violation the following information was verified.

Calibration of Emergency Plan 0-200 R self reading dosimeters (SRDs) is performed in

accordance with Health Physics Calibration Procedure HPCAL 1.28, "Self Reading Dosimeter

Response and Drift Check (Calibration) Procedure." Requirements for the calibration of these

SRDs are delineateil via form PDF-4013, " Monthly Health Physics Checklist," and form

EPMP 1 lb, " Emergency Plan Quarterly Checklist "

There are seventy two 0 200 R SRDs required and maintained fer the Emergency Plan. On

June 24 and June 30,1997, forty of forty-one Emergency Plan 0 200 R SRDs that were

calibrated, passed the calibration acceptance criteria contained in HPCAL 1.28 (one SRD was

recorded twice on the data sheet). Records documenting these calibrations are contained in pla

files.

As stated in the inspection report, of the seventy two Emergency Plan SRDs in service,

had not been calibrated since December 1996. Th: remaining sixty one SRDs had cal

stickers that indicated they were last calibrated in June 1997. Of the sixty-one SRDs with

calibration stickers, calibration data was available for thirty eight of the SRDs resulti

twenty-tluce pieces of missing documentation. The cause of the missed calibration

documentation is due to a less than adequate infrastructure of checks and balances to

completion of the calibrations.

Corrective Acilona Taken:

,

On August 21,1997, CR 97 2545 was written to document Emergency Plan SRD calibrati

deficiencies. As a result, to ensure that seventy two SRDs were available for Emer

use, greater than ninety 0 200 R SRDs were verified to have calibrations which had been

completed siace June 1997.

Corrective Actioni to be Taken to Prevent Recurrenqu

1.

The procedure, HPCAL 1.28, was reviewed oad determined to be in need of revision to

provide the checks and balances to ensure proper and timely calibration of the

Plan SRDs. The mthly health physics checklist. form PDF-4013, was reviewed and

'will also be revised, Mds action will be completed by November 30,1997.

Expectation's on the completion and documentat on of surveillances will be reinforced

with all members of the Health Physics gmup by November 7,1997. An administrative

procedure outlining these expectations will be implemented by March 31,1998.

The need for prompt and timely initiation of Condition Reports has been reinforced w

all Health Physics personnel during group meetings and briefings.
