Dear Sir:

This special report is submitted in accordance with LaSalle Unit 1 Operating License NPF-11, Appendix A, and LaSalle Unit 2 Operating License NPF-18, Appendix A, Technical Specifications 3 7.5.2.

On May 23, 1986, the A Control Room Ventilation (VC) Air Supply Charcoal Filter Deluge System exceeded the fourteen (1h) day period allowed by Technical Specification 3.7.5.2 prior to requiring a special report. On May 9, 1986, the A VC Charcoal Filter Deluge System was mechanically isolated from fire protection water to prevent inadvertent vetting of the charcoal filter while a Technical Staf f investigation of the suspected VC charcoal filter solenoid deluge valve failures was being conducted. The investigation was not completed within the fourteen (14) days allowed by Technical Specification 3.7.5.2.

Prior to removing the A VC Charcoal Filter Deluge System from service an hourly fire watch patrol was established in accordance with Action a of Technical Specification 3.7 5.2.

In the event of an actual fire in the A VC Charcoal Filter, the deluge system could be actuated by opening the manual deluge stop valve prior to the normal manual initiation of the deluge system.

The A VC Charcoal Filter Deluge System is expected to be returned to service by July 18, 1986, following completion of the Technical Staff investigation.
