LICENSED OPERATOR REQUALIFICATION TRAINING PROGRAM
EVALUATION
Dear Mr. Kingsley:
On November 25,1997, the NRC completed an inspection at your Zion Generating Station,
Units 1 and 2. The purpose of this inspection was to review the licensed operator
requalification program. The inspection included observation of certified evaluators and
licensed operators during administration of the annual requalification examination and
observation of the conduct of control room activities.
The inspectors concluded that conduct of operations and decorum in your control room were
effective at maintaining appropriate focus on plant status. Shift briefings were conducted in a
professional manner and were generally informative. However, the inspectors observed
instances of misunderstanding of system configuration by non-licensed operators during a shift-
briefing by a crew returning from an extended time off.
The inspectors concluded the licensed reactor operator and senior reactor operator
requalification programs were generally implemented in accordance with 10 CFR Part 55
requirements. Exemination material and operator evaluations prepared and performed by your
training staff were, in general, considered satisfactory.
No violations of NRC requirements were identified; however, several concerns in your licensed
operator requalification training program were identified. These concerns are described in the
[
body of this report. In particular, the issues pertaining to understanding and incorporation of
examination security measures into a plant procedure are of most concern. These have
potential to be detrimental to the integrity of your requalification program. We encourage your

continued efforts to enhance the training program and request that appropriate attention be
given to resolving these issues in a timely manner,
in accordance with 10 CFR 2.700 of the NRC's "Rufes of Practice," a copy of this letter and its
enclosures, will be placed in the NRC Public Document Room (PDR).
