he Federal Emergency Management Agency (FEMA) has conpleted an analysis of the pronpt alert and notification system for the Calvert Cliffs Nuclear Power Plant in Lusby, Maryland. Eis review has been cmpleted pursuant to FEMA rule 44 CFR 350; selected evaluative criteria and Appendix 3 in NUREG-0654/ FEMA-REP-1, Rev. 1; and FEMA-43, the " Standard Guide for the Evaluation of Alert and Notification System for Nuclear Power Plants" (now published as FEMA-REP-10). Se enclosed report entitled "Calvert Cliffs Nuclear Power Plant Site-Specific Offsite Radio-logical Emergency Preparedness Alert and Notification System Quality Assurance Verification" stmnarizes the engineering design review, incorporates the results of the telephone survey of the public conducted innediately followirn activation of the alert and notification system on October 2,1985, and confirm the adequacy

of the applicable evaluative criteria fran NUREG-0654/ FEMA-REP-1, Rev.1, and

FEMA-43.

Based on the engineering design review and the results of the telephone survey, FEMA has determined that the alert and notification system installed around the Calvert Cliffs Nuclear Power Plant satisfies the requirements of NUREG-0654/ FEMA-REP-1, Rev.1, and FEMA-43. Herefore, there is reasonable assurance that the system is adequate to prmptly alert and notify the public in the event of a radiological emergency at the site. W e caveat on the alert and notification system contained in the 44 CFR 350 approval dated August 8, 1985, is now removed.

Governor Harry Hughes of Maryland has been advised of this approval.

Notwithstanding this approval, FEMA recomnends that the State of Maryland and the Baltinnre Gas and Electric Company modify the existing routine alert and notifi-cation system testing program in St. Mary's ard Calvert Counties, Maryland, to match the testing program that has been inplemented in Ibrchester County.

In Ibrchester County there is a full-cycle activation of the sirens every month. A uniform testing program for all three Counties consisting of monthly full-cycle system activations would sinplify future operability reviews and provide a nore integrated and improved system-wide testing procedure.

If this recoumended system testing modification is not acceptable, FEMA urges that 100% of the sirens in both St. Mary's and Calvert Counties be verified inmediately following each biweekly l

test rather than waiting for the quarterly growl test to verify them.
