c ENCLOSURE 1 NOTICE OF VIOLATION Mississippi Power and Light-Docket No. 50-416 Grand Gulf License No. NPF-29.
The following violation was identified during an inspection conducted on the NRC Enforcement Policy (10 CFR Part 2, Appendix C)gned in accordance with February 10 - 14, 1986.
The Severity Level was assi Technical Specification 6.8.1 and 6.8.1.a require that written procedures be implemented covering the activities in Ap(pendix A of Regulatory Guide 1.33,
. Revision 2 February 1978.
Section 7.e 6) of this standard requires training in ' radiation protection.
Administrative Procedure 01-S-04-25, Decontamination Training Program, requires that all personnel perforning decontamination work receive decontamination training.
Contrary to the above, decontamination activities such as hydro-lazing and the use of strippable coatings to remove contamination have been performed by contract and licensee personnel who have not completed decontamination training as required.
This is a Severity Level V violation (Supplement I).
Pursuant to 10 CFR 2.201, you are require'd to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
