NRC INSPECTION REPORT 50-483/98-201 (OPERATIONAL SAFEGUARDS RESPONSE EVALUATION)

Dear Mr. Randolph:

On August 10-12,1998, NRC personnel evaluated Callaway's physical protection program.

This evaluation was a result of concems identified during the Operational Safeguards Response Evaluation (OSRE) in August 1997. The primary objective of the OSRE program is

)

to evaluate the readiness of licensees' onsite security forces to respond to an extemal threat.

That threat is defined in 10 CFR 73.1 as the NRC design basis threat. The overall criterion was Callaway's ability to protect public health and safety.

The NRC personnel were briefed on Callaway's modified protection strategy, toured the plant to observe paths to key equipment, delay barriers, and responder deployment positions.

contingency drills (with several variations), and observed a Callaway armed response force team conduct two force-on-force exercises on site. The four specific sub-criteria used in the exercises were: did the response force provide a sufficient number of responders, appropriately armed and equipped, in protected positions, in time to interdict the mock adversary force.

l These four sub-criteria were not fully met in the August 1997 exercises on site. However, the briefings, tours, drills, and exercises observed indicated that the modified protection strategy t

was sound and effectively utilized the new delay barriers and protected response positions, I

h and that Callaway had the capability to respond to an extemal threat and protect public health and safety. The concems previously identified have been resolved. Details are in the l
