NRC INSPECTION REPORT 50-373/97013(DRS); 50-374/97013(DRS)
AND EXERCISE OF ENFORCEMENT DISCRETION
Dear Mr. Subalusky:
On October 23,1997, the NRC completed an inspection at your LaSalle facility. The enclosed
report presents the results of that inspection.
'
Based on the results of this inspection, the NRC determined that your efforts regarding the
implementation of the System Functional Perfo6mance Review (SFPR) program have been
effective in identifying plant deficiencies. Also, our initial assessment of your implementation of
the Engineering Assurance Group function indicates that this program has been effective in
critically reviewing 10 CFR 50.59 screenings and safety evaluations. However, our review of
information submitted to the NRC regarding your review of the inservice testing program
indicated that significant programmatic problems exist. We ah,o understand that corrective
actions are in progress to address these deficiencies,
in addition, the NRC has determined that two violations of NRC requirements occurred. . These
violations are of concem because it is important to ensure that .nstruments used to obtain data

for technical specification surveillances are properly calibrated, and overcurrent relay settings
are evaluated as part of the design change process when appropriate. It is also noted that both
,
of these violations resulted from events which occurred in 1992 and 1994, but had only been
identified as violations during this inspection. Because these violations were based upon
activities prior to the events leading to the current extended plant shutdown and satisfy the
criteria in Section Vll.B.2," Violations identified During Extended Shutdowns or Work
Stoppages," of the " General Statement of Policy and Procedures for NRC Enforcement
Actions" (Enforcement Policy), NUREG-1600, a Notice of Violation is not being issued.
