SUBJECT:

PLANT PERFORMANCE REVIEW (PPR) - SEQUOYAH NUCLEAR PLANT

Dear Mr.-Zeringue:

On October 14, 1997, the Regional staffscompleted the Semiannual Plant Performance Review (PPR) of Sequoyah Nuclear Plant.

The staff conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety. performance. The results are used by Regional management to facilitate )lanning and allocation of-inspection resources.

The i

.PPR for Sequoyah Nuclear )lant involved the participation of all technical

-divisions in evaluating' inspection results and safety performance information for the period April 1997, through September 1997.

PPRs provide Regional management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and Senior Management Meeting-(SMM) reviews.

This letter advises you of our planned inspection effort resulting from the

Sequoyah Nuclear Plant PPR review and the general time frame of p'lanned inspections plus the exact dates of team inspections.

It is prov ded to minimize the resource impact on your staff and to allow for scheduling conflicts and personnel availability-to be resolved in advance of inspector 1

arrival onsite. The enclosure details our inspection plan for the next six-months.

Individual inspections are identified by the month (s) in which we intend to conduct the inspection.

Exact dates are not provided for non-team inspections because experience has proven that we must often change dates as the result of higher priority requirements and conflicts at your site or other sites.

You will be contacted three-six weeks prior to individual inspections

- to confirm dates.

The rationale or basis for each inspection outside the core ins)ection program is provided so that you are aware of the reasons for emplasis in these program areas.

Resident inspections are not listed due to their ongoing and continuous nature.

The NRC's general polky-for reactor inspections is that each ins)ection shall

\\\\

I be announced, except when announcing the inspection could reasona)1y compromise the objectives ~of the inspectors.

Therefore, some specific inspections, such as in the security and radiological protection areas, may not be announced; f[*AE EsMa7 G
