RESPONSE TO TASK INTERFACE AGREEMENT (TIA 95-010) -
ACCEPTABILITY OF A SINGLE PASSIVE COMPONENT TO MEET CONTAINMENT ISOLATION REQUIREMENTS (TAC NO. M93402)
By memorandum dated August 11, 1995, Region IV requested review by the Office of Nuclear Reactor Regulation (NRR) of the acceptability of the design of the torus-to-reactor building vacuum breakers at Cooper Nuclear Station [CNS).
i Region IV questioned whether a single swing check valve could be relied upon to provide containment isolation during a loss-of-coolant accident (LOCA), as the licensee maintained.
As discussed in the attached evaluation, several other boiling water reactors (BWRs) with Mark I containmaets employ a similar design. The Containment Systems and Severe Accident Branch (SCSB) in NRR has rev &wed this issue; the attached evaluation concludes that the design is acceptable with respect to the licensing basis at CNS, and is consistent with the current regulations and i
guidance dealing with containment isolation.
In addition, the safety risk from this design is low; therefore, the staff concludes that a safety enhancement backfit would not be cost-beneficial. This position also applies to the other BWRs with Mark I containments listed in the table included in the attachment, with the exception of Hatch Unit 2.
