PROPOSED CHANGE TO THE CLINTON POWER STATION QUALITY ASSURANCE PROGRAM DESCRIPTION (TAC NO MA0266)

Dear Mr. Sipek:

In a [[letter::U-602887, Forwards Proposed Change to CPS USAR Which Will Impact Commitments Made in CPS QAP Description for NRC Review & Approval|letter dated December 9,1997]], the Illinois Power Company submitted a proposed change to the Clinton Power Station (CPS) Updated Safety Analysis Report (USAR) which will impact commitments made in the CPS Quality Assurance Program Description (QAPD). The change concerns qualifications for personnel filling the position of Assistant Plant Manager -

Operations. The NRC staff has reviewed the proposed changes and determined that the reduction in commitment continues to comply with the criteria of Appendix B to 10 CFR Part 50 and is acceptable. The enclosed Safety Evaluation provides our assessment of the requested change.
