Three Mile Island Nuclear Station Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 NRC Billing Practices To date, GPUN has received two billings for Part 55 services (operator replacement and requalification examinations and certification of instructors) for the Three Mile Island Nuclear Station.
The first six-month billing, received in December,1985, contained no breakdown of the fees between THI-l and THI-2. Through conversations with your staff, we were able to get the number of NRC staff hours per unit. You could not give us a breakdown on the contractual costs.
In April,1986, we received the second six-month billing.
Separate invoices were received by TMI-I and TMI-2. All major contractual costs, however, were billed to THI-l although these represented contractual services for both units.
On June 19, 1979, the Pennsylvania Public Utility Commission issued an order excluding TMI-2 costs from the ratebase for Pennsylvania Electric Co. and Metropolitan Edison Co. Also in June 1979, the New Jersey Board of Public Utilities issued a similar order removing THI-2 costs from the ratebase for Jersey Central Power and Light Co.
Therefore, TMI-2 costs may not be combined with TMI-l costs and thus added to the ratebase.
