APPENDIX A NOTICE OF VIOLATION Omaha Public Power District Docket: 50-285/86-16 License: DPR-40 During an NRC inspection conducted on May 27-29, 1986, a violation of NRC requirements was identified. The violation involved acceptance of vendor material whose material test report did not certify to all tests required by the procurement specification. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2. Appendix C (1985), the violation is listed below:

10 CFR Part 50, Appendix B, Criterion VII, states, in part, " Measures shall be established to assure that purchased material . . . conform to the

procurement documents . . . . Documentary evidence that material and equipment conform to the procurement requirements shall be available at the nuclear power plant . . . and shall be sufficient to identify the specific requirements . . . met by the purchased material . . . ."

Contrary to the above, measures were not established to prevent the

, acceptance by the licensee of electrical cable purchased to P.O. 526016, i whose material test report was not sufficient to ensure that all procurement specification requirements were met.

This is a Severity Level V violation. (Supplement I) (285/8616-01)

Pursuant to the provisions of 10 CFR 2.201, Omaha Public Power District is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
