SUBJECT:
SAFETY EVALUATION REPORT - TMI ACTION PLAN ITEMS I.A.2.1.4, UPGRADING OF R0 and SR0 TRAINING, AND II.B.4.1, TRAINING FOR MITIGATING CORE DAMAGE, FOR BEAVER VALLEY UNIT 1 (TAC's #44141 and44491)
Region I has reviewed the Technical Evaluation Report prepared by Science Applications, Inc. regarding TMI Action Plan Items I. A.2.1.4, Upgrading (TAC's of R0 and SRO Training, and II.B.4.1, Training for Mitigating Core Damage
- 44141 and 44491). The contractor's review was based on licensee (Duquesne Light Company) letters dated September 2,1980, April 21,1982, and an undated letter responding to an NRC letter dated March 16, 1982.
The review consisted of a comparison of the contractor's evaluation and con-clusions with the requirements of NUREG-0660, NUREG-0737 and Technical Speci-fications. Based on our review, we conclude that the requirements of TMI Action Plan Items I. A.2.1 and II.B.4 have been met, as stated in the enclosed safety evaluation report.
This action completes work to be perfonned by Region I under TACs #44141 and 44491, which included 20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br /> by the Region I techrYiciil staff.

b552, the Government Accountability Project (" GAP")
requests copies of any and all agency records and information, including but not limited to notes, letters, memoranda, drafts, minutes, diaries, logs, calendars, tapes, transcripts, summaries, interview reports, procedures, instructions, engineering analyses, drawings, files, graphs, charts, maps, photographs, agreements, handwritten notes, s tudies, data sheets, notebooks, books, telephone messages, computations, voice recordings, computer runoffs, any other data compilations, interim and/or final reports, status reports, and any and all other records relevant to and/or generated in connection with the overview, regulation, and investigation of the adequacy of the training of operators at the Beaver Valley facility and all the subsequent action taken by the NRC about the reported problems, including reports not issued by the Agency.
This request includes all agency records as defined in 10 C.F.R.
s9.3a(b) and the NRC Manual, Appendix 0211, Parts 1.A.2 and A.3 (approved October 8, 1980) whether they currently exist in the NRC official, " working", investigative or other files, or at any other location, including private residences.
If any records as defined in 10 C.F.R. {9.3a(b) and the NRC Manual, supra, and covered by this request have been destroyed and/or removed after this request, please provide all surrounding records, including but not limited to a list of all records which have been or are destroyed and/or removed, a description of the action (s) taken relevant to, generated in connection with, and/or issued in order to implement the action (s).

GAP is a non profit, non-pcrtisan.public interest organization concerned with honest and open go'vernment.
Through public outreach, the Project promotes whistleblowers as agents of government accountability.
Through its Citizens Clinic, GAP offers assistance to local public interest and citizens groups seeking.to ensure the health and safety.of their communities.
The Citizens Clinic is currently assisting several citizens groups, local governments and intervenors in Tennessee concerning the construction of the Watts Bar nuclear power plant.
We are requesting the above information as part of an ongoing monitoring project on the adequacy of Region II and the NRC's efforts to protect public safety and health at nuc. lear.
