RETURN OF FINANCIAL ASSURANCE INSTRUMENTS
Dear Mr. Hallisey:
We recently completed an audit of our Financial Assurance records and determined that we are in possession of financial assurance instruments for 46 former NRC licensees which are currently licensed by the Commonwealth of Massachusetts. We have listed the licenses in the enclosure. Comparing this list with your list dated December 9,1997, it appears that 28 licensees have acquired financial assurance with the Commonwealth and their financial assurance instruments with NRC can be returned. Once these licensees have obtained financial assurance in accordance with the Commonwealth's regulations, we are obligated to return these instruments to each licensee. As discussed in a recent telophone conference between Duncan White of my staff and Bob Gallagher nf your staff, we have begun the process of returning these instruments to the licensees. We intend to continue this process by returning the financialinstruments for the remaining licensees listed in the enclosure as your office approves those financial assurance packages.
We would appreciate it if you could continue to send us an updated list of licensees who have obtained the appropriate financial assurance for the Commonwealth so that we could return the associated financial assurance instrument in a timely fashion. We would like to continue receiving updates until this process is complete.
