During a recent Nuclea-Regulatory Commission (NRC) security inspection, the NRC raised certain issues regarding vital area barrier resistance as described in the Security Plan for the Quad Cities Nuclear Power Station (Reference 1). In response to these concems, Commonwealth Edison (Comed) Company committed in our reply to a Notice of Violation, submitted by Reference 2, to change the Security Plan to clarify the physical features that preclude entry into vital areas through non-access boundary penetrations. Consistent with our commitment, this proposed change is being submitted in accordance with 10 CFR 50.4(b)(4)(iv) and 10 CFR 50.54(p)(1) since it may be considered to decrease the effectiveness of the Security Plan and therefore requires an application for amendment to Facility Operating Licenses Nos. DPR-29 and DPR-30 pursuant to 10 CFR 50.90. The NRC acknowledged our proposed corrective actions in Re'erence 3. The original and three copies of the proposed changes to the Security Plan are provided in Attachments A through D to this letter as follows:

Attachment A gives a description and safety analysis of the proposed changes; 2.

Attachment B includes the applicable portions of the Quad Cities Security Plan and Facility Operating Licenses with the proposed changes indicated; 3.

Attachment C provides information supporting a no significant hazards finding in accordance with 10 CFR 50.92(c); and 4.

Attachment D provides information supporting an Environmental Assessment.

The attachments to this letter contain information that pertains to the physical protection program at the Quad Cities Nuclear Power Station (i.e., Safeguards Information). As such, the information contained in Attachments A through D is exempt from public disclosure in accordance with 10 CFR 73.21(c), " Access to Safeguards Information."

The proposed Security Plan changes have been reviewed and approved by Comed On-Site and Off-Site Review functions in accordance with Comed procedures.
