ON THE WELFARE TO WORK PROGRAM 1

i FISCAL YEAR 1997 INTRODUCTION This report provides information regarding the activities of the U.S. Nuclear Regulatory Commission (NRC) on its Welfare to-Work Program during Fiscal Year 1997. The NRC fully supports this worthwhile program, and remains committed to its success. The following presents a brief summary of the NRC's experiences after one year of the program's existence, PERSONAL LEADERSHIP COMMITMENT The Chairman, the Commission, and senior managers in the NRC fclly endorse President Clinton's and Vice President Gore's goals for the Welfare-to-Work initiative. The Chairman has directed the Executive Director for Operations (the NRC's senior operating official), the Deputy Executive Director for Management Seivices, and the Director of the Office of Human Resources _to pursue this initiative vigorously as an integral part of Agency recruitment and hiring strategies.

RECRUITMENT STRATEGIES l'he NRC has used a variety of recruiting strategies to reach potential applicants who are currently receiving public assistance. The Office of Human Resources has contacted local employment services offices to encourage wide dissemination of vacancy announcements for appropriate positions. We have also adopted outreach to Federal Executive Boards, Department of Labor channels, and local sources, particularly in the areas of our regional offices, as a recruitment strategy aimed at reaching welfare clientele. It hes been the NRC's expenence, however, that for the most part, these sources have not proved as productive as had been hoped.

SUCCESSES One particular success in the NRC's regional office in Philadelphia is, however, worthy of note. A single welfare mother of six who was attending a local community ccilege was attracted by the NRC's recruitroent advertisement and literature at the college. The NRC's regional office accommodated.her need to work on a part time basis while caring for her children and continuing her college studies. She worked as a GS-3 summer clerical aide for.

2 RETENTION Given the NRC's small size (approximately 3,000 employees), we have had limited opportunities to hite and then continue to develop and retain former welfare recipients. The Agency is committed, however, to continuing our effort to recruit, develop, and retain employces from this pool of potential applicants, Should we be able to hire additional welfare recipients, we plan to provide them the requisite training, developinent, and other services necessaq/ to ensure their success in the workforce, adapting our general policies and practices as appropiia% to accommodate their particular needs.

Since President Clinton's March 8,1997 memorandum on Welfare-to-Work, your teams have done an outstanding job preparing for implementation of this important prog'am. The President was pleasd with the commitments you made to hiring. Your pr6 ject managen continue to impress us with the depth of knowledge they are acquiring and their enthusiasm for ensuring the success of the pregram.

We will use three very simple reports to keep the President informed of your suchea: monthly numerical data, quarterly narrative reports on hiring successes and barriers, and fis~ cal year accomplishment reports. We have attached information about completing the reports.

f WELFARE -TO -WORK REPORTING Monthly Numerical Report-Beginning August 1, hires will be compiled governtrent wide for the Vice President to share with the President. (Federal agencies will report their new hires monthly, as indicated in OPM's memorandum of May 1,1997. A copy is available on the OPM Web Page, http://www.opm gov; the Non Appropriated Fund (NAF) hires may be reponed quarterly.)

Quarterly Narrative Report (Optional)-Please submit one page reports of " successes" and

" barriers" in the. attached format. The reports are optional; however, NPR will fonvard highlights to the President and Vice President for their use in discussions and meetings. We will also share on the NPR Welfare-to-Work Website http://w2w.ged gov.

If you choose to s temit a report, it is due August 15,1997. Also, forward these quarterly reports on the 15th of February, May, August,1998. We will consolidate your responses with the OPM Numerical Data for the Vice President to share with the President. Your Chief of Staff will have the opportunity to review the draft government wide report prior to submission to the President.

Fiscal Year 1997 Narrative Report--Please submit a narrative report that highlights Welfare-to-Work initiative. Mail agency reports to the Vice President care of the National Performance Review by November 15,1997 Please limit your report to 5 pages and highlight the following:

Your personal leadership commitment; activities you, bureau and department heads have undertaken, Recruitment strategies you have found especially worthwhile; consider including personal success stories, Promising retention practices; especially child care and transportation subsidies, and Leveraging your commitment; outreach to agency contractors and/or grantees.

We will combine this information with OPM's numerical report in the Vice President's Year End Report to the President.

Note: Hiring Plan Updates-Changes to your agency's Welfare-to-Work Hiring Plan may be submitted at any time. Please review your plans and report changes with your annual report on November 15,1997.
