- The Honorable Olympia J. Snowe GT970727 United States Senate ED0 r/f Washington, D.C. 20510-1993
Dear Senator Snowe:
- Thank you for your letter of October 9,1997, in which you expressed your appreciation for the U.S. Nuclear Regulatory Commission (NRC) holding a public raeeting in Wiscasset on October 7,1997, to discuss the decommissioning of the Maine Yankee Atomic Power Ststion.
I was pleased to hear that one of your staff members was able to attend the meeting.
'in your letter, you state that you would like to know how the NRC intends to respend to l
- concems not answered at t5e meeting. As you noted in your letter, P.e October 7th meeting
- was held to discuss the decommissioning process. The NRC will be holding another meeting on November 6,1997, at 7 p.m., at the Wiscasset High School to discuss the Maine Yankee Post-Shutdown Decommissioning Activities Report (PSDAR) and to answer questions and s i
take comments from the public, including those questions involving unresolved issues from the October 7th meeting. 'The NRC staff will address in writing any questions that cannot be
)
answered, as well as any written comments that are received. These written responses will a
be med) available in the NRC local public document room located at the Wiscasset Public L
Library. In addition, any person who would like a copy of the document will be offered the
[
opportunity to be placed on c4!:ibution.-
Yeu also urged the NRC to continue holding open forums in the Wiscasset area. The NRC will provide an opportunity for public input at the PSDAR meeting and the NRC will also convene a public meeting following receipt of the Maine Yankee license termination plan.
The NRC's review and approval process provides an opportunity for the public to request an adjudicatory hearing on the license amendment that would approve the termination plan, in addition, as Maine Yankee decommissions the plant, it may submit several license amendment requests, each of which would provide an opportunity for the public to comment and to request a hearing.
I The NRC intends to maintain an active inspection program to provide oversight of activities during decommissioning.. The PSDAR ard updates to the Maine Yankee decommissioning E
schedule will be used to schedule NRC inspection resources for significant decommissioning activities.

- 5 5 October 9,1997 The Honorable Shirley Jackson O rrice of the Chairman N iclear Regulatory Commission hshington, D.C. 20555
Dear aia. Jackson:
Thank you for holding a public meeting in Wiscasset on October 7,1997, to explain how the decommissioning process for Maine Yankee will be handled by the N ' C. A representative from my staff was present and repcried t at the NRC's h
in armation was helpful to the public, but that some concerns we. also raised that you ha, >e taken under consideration it would be helpful to me in responding to constituents to have a copy of how you plan to respond to the concems not answered at the meeting.
I nm particularly concemed that the Post-Shutdown Decommission:ng Activitics Report (PSDAR) muy not require a hearirig for public input once the PSDAR is submitted
^ e by Maine Yankee. In the interest of the public's trust in the proper (tandling of the decommissioning process, I urge you to continue with your open forums in the Wiscussct arce as shutdown procedures continue, Thank you for your consideration of continuing public meetings as we all work mrds a safe and secure decommissioning of the plant. Ilook forward to hearing of tiw yojtr future plans to sal'eguard the oversight of the decommissioning of the Maine Yank h-facility.
cerely.
