DRAFT PRESS RELEASE AND FEDERAL REGISTER NOTICE TO SOLICIT QUALIFIED CANDIDATES FOR THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS Attached are draft copies of the press release and Federal Register notice that we plan to use to solicit qualified candidates for possible appointment to the Advisory C ommittee on Reactor Safeguards (ACRS) to fill the current vaenney. Thase documente emphastre that the Commission is seeking a candidate with specific experience in the areas of nuclear plant operations and probabilistic risk assessment.

We request Commission approval by December 19,1957. We will submit the Endd Register riotice to the Office of the Secretary for publication and the press release to the Office of Public Affairs (OPA) for distribution. OPA provides the press release to a variety of sources for informational purposes. We also supplement OPA's mailing list with a list of organizations, over a dozen of which specifica'h' serve women and the minority community.- Through the OfRee of Human Resources, we also plan to place paid advertisements in the followit g publications:

The Nuclear Regulatory Commission is considering qualified candidates for oppointment to its Advisory Committee on Reactor Safeguards (ACRS). The Commission is requesting r

l nominations of quellfied candidates to consider for these positions.

The ACRS was established by Congress to provide the NRC with independent exper' advice on matters related to the safety of operating or proposed nuclear power plants. A variety

- of matters re!ated to the alting, design features (conceptml and details), and operations of large l

nuclear power piants located throughout the United States are evaluated by the ACRS. Emphasis is currently being given to safety issues associated with the operation of more than 100 nuclear units in the United Ste%s and to design features for evolutioney, possive, and advanced reactors.

SUPPLEMENTARY INFORMATION:

Congress estabished the ACRS to provide the NRC mth !ndependent expert advice on matters related to regulatory policy and the safety of existmg and propneed nuclear power plants. The Committee work currently emphasizes safe y issues associated w!th the gD6 wnercial nucisar oower plants in the United States; the pursuit of a riskinformed,Aperformance based regulatory approach; digital instrumentation and control systems; and technical and policy issues related to standard plant doelens.

The ACRS membership includes indMduals from nationallaboratories, academis, and industry who e

2 possess specific technkel exp6rtise along with a broad perspo&e in addressing safety concems.

Committa members are soloded from a variety of engineering and odontific disciplines, such as nuclear power plant operations, nuclear engineering, mechanical engineering, electrical engineering, chemical engineering, metallurgical engineering, strudural engineering, matertals science, and instrumentation and process control systems. At this time, ceMidates are being sought with i!L20 years of specsfic experience, induding graduate level educatic,n, in the arinas of nudear power plant operations and risk assessment.

Criteria used to evaluate cand; dates include education and experience, riemonsbated skills in nucisar safety matters, and the ability to solve problems. Additsonally, the Commission considers the need for specific expertise in relationship to current and future tasks.

Currently the Commission is seeking an individual with expertise in nuclear plant operations and probabilistic risk assessment.

Consistent with the requirements of the Federal Advisory Committee Act, the Commesion seeks c6ndidates with varying views so that the membership on the Committee will be fairly balanced in terms of the points of view represonted and functions to be performed by the Committee.
