We request Commission approval by December ig,1997. We will submit the Federal Register notice to the Office of the Secretary for publication and the press release to the Otfice of Public Affairs (OPA) for distribution. OPA provides the press release to a variety of sources for informational purposes.- We also supplement OPA's malling list with a list of organirations, over a dozen of which specifically serve women and the minority community. Through the Office of Human Resources, we also plan to place paid advertisements in the following publications:

Attachmint 1 NRC INVITES PUBLIC TO SUBMIT NOMINATIONS FOR ADVISORY COMMITTEE ON REACTOR SAFEGUARDS The Nuclear Regulatory Commission is considering qualifM candidates for appointment to its Advisory Committee on Reactor Safeguards (ACRS).

Ter' "':Wuelvfied canddates to conskseT7vi1:: PMions The ACRS was established by Congress to provide the NRC with independent expert advice on matters related to the safety of operating or proposed nuclear power piarts. A variety of matters related to the siting, design features (conceptual and details), and operations of large nuclear power plants located throughout the United States are evaluated by the ACRS. Emphasis V ltr,T is being given to safety issues associated with the operation of more than 100 nuclear units in the United States and to design features for evolutionary, passive, and advanced reactors.

The membership is drawn from the variety of engineering and sdentific disciplines needed to conduct the broadly based review for these facilities,as,well as proposed stanoards and criteria ok 4lta -kwu.

plant operations and probabilistic risk assessment. Canddates sie selected to provde a balanced technical base consistent with the requirements of the Fedsral Advisory Committee Act.

In order to expand the pool of candidstes available for onsideration as nominees, the Commission will consider individuals actively a,ngaged in technolwical fields applicable to the design and operatien of advanced nuclear power plants. There are no absolute prohibitions that would preclude persons who are involved in regulated aspects of the nuclear industry, and such

2 possess spedfic technical expertise along with a broad perspective in addressing safety.oncems.

Committee members are selected from a verloty of engineering and scienufic disdphnes, such as nuclear

  • power' plant operations, nudear engiruering, medanicJ engineering, electrical WG::tig, chemical engineering. metallurgical s,ng'aoering, wtructural engineerino, materials 5wp science, and instrumentation and process control systems. At this time, conduistes orejning wna h sought pith)5-20 years of specific experience, including graduate level education, in the rseas of I

?rtbebbA nudear power plant operations and risk assessment.

g Cetteria used to evaluate candidates include education and experience, demonstrated sidils in nucisar safety matters, and the atAty to solve problems. Additionally, the Commission considers the neco for specific expertice in relationship to current and future tasks.

^m'::':, b ::T-; -d'1M with, xpertmeirrmRiear planroperations and prr*=hrisk gg n..f Consistent with the requirements of the Feoeral Advisory Committee Act, the Co:nmission seeks candidates with varying views so that the membership or, the Committer will be fairty balanced in terms of the points of view impresented and functiorts to be performed by the Committee.

Because confhet of4nterest regulations restrict the participation of members actively involved in the reguisted aspects of the nuclear industry, the degree and nature of any such invcivement will be wel0hed. Each quellflod candidate's firrncial interests must be reconcBed with appBcable Federal and NRC rules and quistions prior to final appointment. This might require divestiture of securities issued by nuclear industry entities, or discontinuance of industry funded research contracts or grants.=
