Dear Dr. Brown:

In Reference 1, we were asked to provide, by February 28, 1986, in forma-tion relative to implementing certain actions called for in Safeguards Bulletin #38. However, we previously requested (Ref. 2) and received approval of (Ref. 3) a delay in implementing certain actions called for in Bulletin #38.

Inasmuch as the information requested by Reference 1 falls into the category of our approved delay, such information is not available at this time. However, the requested information can be pro-vided at a later date (when available) consistent with the approved time-table given in Reference 2.

This matter was discussed with Mr. Odell Smith of your staff during a telephone conversation on February 26, 1986.
