SUBJECT: - NRC INSPECTION REPORT 50-498/97 23; 50-4S9/97 23

An NRC inspection was conducted August 11 15 and 25 29,1997, at your South Texas
- Project Electric Generating Station, Units 1 and 2, reactor facilities. Additionalinspection
< was conducted in the regional office on September 3-4,1997, and an exit meeting was
conducted by telephone on September 4,1997. The overall conclusions of this inspection
were discussed with you on November 12,1997.
This inspection focused on the effectiveness of your corrective action program. Based on
the inspection results, we have concluded that, in general, you have established a credible
and effective program for ensuring that plant problems are promptly identified and
currected.
One unresolved item was identified concerning the use of trivial changes, which appeared
to circumvent the 10 CFR 50.59 safety evaluation process for certain minor design
changes, . This matter, discussed in Section E2.5 of the enclosed inspection report, will be
referred to the NRC program office for review.
In accordance with 10 CFR 2,790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure, and your response will be placed in the NRC Public Document Room (PDR). To
the extent possible, your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the PDR without redaction.
Should you have any questions concerning this inspection, we will be pleased to discuss
them with you.
