SUBJECT: NRC INSPECTION REPORT 50-483/98-25 AND NOTICE OF VIOLATION
Dear Mr. Randolph:
From November 15 through December 26,1998, a routine inspection was conducted at your
Callaway Plant reactor facility. The enclosed report presents the scope and results of that
inspection.
During the inspection period, your conduct of activities at the Callaway Plant was generally
characterized by safety-conscious operations, sound engineering and maintenance practices,
and careful radiological work controls.
Based on the results of this inspection, the NRC has detarmined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and
the circumstances surrounding it are described in detailin the subject inspection report. The
violation involved the failure to perform a written safety evaluation for an inconsistency between
i
emergency operating procedure steps for transfer to cold leg recirculation and the Final Safety
Analysis Report.
The NRC has concluded that information regarding the reason for the violation and the
corrective actions taken and planned to correct the violation and prevent recurrence is already
,
adequately addressed on the docket in this inspection report. Therefore, you are not required
to respond to this letter unless the description therein does not accurately reflect your corrective
actions or your position. In that case, or if you choose to provide additional information, you
should follow the instructions specified in the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room.
