Peach Bottom Atomic Power Station, Units 2 and 3 Limerick Generating Statior., Units 1 and 2 Withdrawal of Ret,uest to implement Emergency Action Levels Developed from NUMARC/NESP-007 Methodology
Dear NRC Officials:
- By letter oated May 4,1995 PECO Energy requested that the NRC review and approve the implementation of revised Emergency Action Levels (EALs) for Peach Bottom Atomic Power
- Station (PBAPS), Units 2 and 3, and Limerick Generating Station (LGS), Units 1 and 2. These revised EALs were based on the methodology delineated in NUMARC/NESP-007, "Methcdology i
for Development of Emergency Action Levels," which has been endorsed by the NRC as documented in Revision 3 to Paulator/ Guide 1.101," Emergency Planning and Preparedness
- for Nuclear Power Plants," dated August,1992. The general philosophy used in the developme,t of the EALs to support our May 4,1995 submittal, was net to utilize the Fission Parrier Matrix EAL Table described in NUMARC/NESP-007; rather, we deve' ged a number of stand alone EALs for a
PBAPS and LGS that covered all reasonab;e combinations outlined in the matrix. In addition, a
- number of other simplificatbns were made to the overall EAL scheme for PBAPS and LGS.
Subsequent'", by lettec dated November 1,1995, the NRC requested addi'ional information conceming tne proposed EALs for LGS, and by letter dated January 31,1996, requested similar information regarding the proposed PBAPS EALs. In these letters, the NRC identified numcrous issues with the proposed EALs for PBAPS and LGS that required additional clarification in order for the NRC to determine whetner the proposed EALs conformed with criteria specified in NUMARC/NESP-007, Specifically, the information requested pertained to providing justification for deviating from the NUMARCINESP-007 guidance.
- After further evaluation of the issues identified by the NRC, and an assessment of our EAL implementation strategy, PECO Energy has decided to withdraw its request to implement the revised EALs submitted by letter dated May 4,1995. Therefore, this letter serves as notification
' that PECO Energy is withdrawing its ear'ier request to adopt the revissJ EALs for PBAPS and LGS. As a result, we do not consider it necessary to respond to the NRC's requests for additional
- information as documented in letters dated November 1,1995, and January 31,1996. Lastly, we
, do plan to submit a different set of EALs at a later date. These EALs will more closely adhere to
- the guidance contained in NWARC/NESP-007.
