Dear Mr. Thorne:

We are in receipt of Executive Branch views dated January 16, 1986 regarding export license application XSNM02204 for the export of 32.682 kilograns of high-enriched uranium (HEU) for use in the ORPHEE research reactor in France.

The last expnrt license approved by the U.S. for use in the ORPHEE reactor was XSNM01543 dated November 27,1981 for 15.0 kilograms of HEU. The original Argonne National Laboratory (ANL) Technical Evaluation dated June 11, 1901 indicated that the 15.0 kilograms would allow nomal operation of the ORPHEE reactor through May 1985. However, ANL's Technical Evaluation No. 2 dated August 29, 1985, notes that the 32.682 kilograms of HEU requested under export license application XSNP02204 would extend normal operation of the reactor from approximately January 1987 until January 1989, but it does not address the 18 month period between May 1985 (when fuel from XSNP01543 would have been consumed) and January 1987 (when fuel from the current request will arrive on-site), nor does it address the possible supply of ORPHEE fuel from another source.

We would appreciate your assistance in clarifying the fuel supply arrangements for the ORPHEE reactor since it was last provided with U.S. fuel, including the details of the sourcey type and quantity of any fuel provided by non-U.S.

sources.
