Failure to Declare Rod Deviation Monitor Inoperable as Required by Procedure Your letter of September 19,1997, which transmitted Inspection Report No. 97015, required a response to a Notice of Violation. Our response to the notice was submitted October 20,1997. In that response we made a commitment to revise the rod position verification surveillance procedures to include the required actions identified in existing Temporary Memorandums for determining individual rod position indicator and rod position deviation monitor operability. We also committed that input from users of the procedures would be factored into the revisions and that the revisions would be completed by December 31,1997.

The completion of the committed procedure revisions took longer than originally anticipated. A December 31,1997 due date for an associated Error Reduction Task Force corrective acti vvas identified and that due date was extended prior to December 31,1997. However, becauso the NRC commitment from the October 20, 1997 response had not been entered into the Prairie Island commitment tracking system, the individual responsible for completion of the procedure revisions was not

Changes to the commitment tracking process which would ensure that all NRC commitments are entered into the tracking system in a more timely manner are being implemented, in this letter we have reported a change to the completion date for one Nuclear Regulatory Commission comnntment, from December 31,1997 to January 6,1998.
