INTEGRATION OF REACTOR PRESSURE VESSEL SURVEILLANCE PROGRAM FOR BYRON AND BRAIDWOOD, UNITS 1 AND 2 (TAC NOS. M98711, M98712, M96713 AND M98714)
Dear Mr. Kingsley:
By letter dated May 6,1997, as supplemented by letter of December 3,1997, C ommonwealth Edison Company (Comed), the licensee for Byron and Braidwood Stations, sut mitted a request to integrate the reactor vessel weld metal surveillance program for Byron, Units 1 and 2, and Braidwood, Units 1 and 2, pursuant to Title 10 of the Code of Federal Reaulangm, Part 50 (10 CFR Part 50), Appendix H, Section Ill.C. Per Appendix H, in an integrated arveillance program, the represtntative materials chosen for surveillance for a reactor are in ediated in one or more other reactors that have similar desiga and operating features. Integrated surveillance programs must be approved by the Director, Office of Nuclear Reactor Regulation on a case-by-case basis.
As discussed in the enclosed safety evaluation, the staff concluded that Comed's request is acceptable. Comed's request is consistent with 10 CFR 50.81(c)(2), which indicates that licensees should consider information from related surveillance programs in assessing the embrittlement of the reactor vessel, and it meets the criteria stated in Appendix H for an integrated surveillance program. Therefore, it is permissible to integrate the reactor eessel weld metal surveillance program for Byron, Uni'.s 1 and 2, and for Braidwood, Units 1 and 2.
