Docket No. 70-7001 Notifiention of Change in Regulatory Commitment
Dear Mr. Pierson:
The purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of a change in two (2) regulatory commitments. 'lbse commitments were contained in Enclosure 1 to USEC letter GDP 97-0023 dated March 1,1997," Compliance Plan issue C1/X1, List of Open United States Enrichment Corporation (USEC) Commitments to the Department of Energy (DOE)." These commitments originated from an event report (i.e., PAD-1993-0026) submitted to the Department of Energy (DOE) on or about June 23,1994, through the Occurrence Reporting and Processing System (ORPS). The specifics of these commitment changes are provided below, Backcround On December 1,1993, an event took place at C-337 Unit 4, Cell 3, Stage I that resulted in extensive damage to the compressor, motor, and process piping in the area. An investigation of the g
event initiated several Preventive Maintenance (PM) actions which were intended to improve the j
reliability of equipment at the facility As a result, USEC coumitted to DOE to take the following p
actions:
1.
" Set torque level on compressor bearing cap bolts at PGDP and verify the proper grade bolts and washers are being used. This work will be done as cells come down."
2.
" Change the accelerometers to geophones at PGDP because geophones have proven to be more reliable. This process was accelerated after the incident and now includes all of the "00" uad 10 out of 120 "000" cells. This work is being donc as cells come down."

Mr. Robert C. Pierson January 23,1998 ODP 98-0010, Page 2 Description of Revised Commitments USEC has changed the completion date of the Ave com itments to January 31,2001, and December 31,1999, respectively.
Justificathn for Revised Commitment The committed actions were initiated as equipment was removed from service for routine maintenance. Documentation in the early stages of this process consisted mainly of the building manager maintaining a matrix of completed work on each cell. This matrix was maintained through verbal communication with thurew performing the work. Due to this inadequate documentation, credit cannot be taken for many cells already comple.ed. Further status on the completion of the above commitments is provided below:
Commitment 1 Currently, adequate documentation for completion of this commitment is available for 80 of the 120 "000" cells,33 of the 53 "00" cells and 6 of the 10 C 310 cells (27 of the "00" cells and 3 of the "000" are considered ' abandoned in place' and therefore are not included in this action). The balance of these cells will oc completed as the cells are scheduled to come down for routine Air Circuit Breaker (ACB) woric The expected date for completion of the last cch is January 31,2001.
Commitment 2 All "00" cells have had accelerometers replaced with geophones. Geophones have been installed on 113 of 120 "000" cells (three cells in C-337,4.3,6.7, & 6.9 are " abandoned in place" and therefore are not part of the required geophone installation). The remaining 4 "000" cells will be completed as the cells are scheduled to come down for routine ACB work. The expected date for completion of the last cell is December 31,1999.
