SUBJECT:
PLANT PERFORMANCE REVIEW (PPR) - V0GTLE-
Dear Mr. McCoy:
On October l9.1997 the regional staff completed the semiannual Plant Performance Review (PPR)-for Vogtle. -The staff conducts these reviews for all operating nuclear power plants to develop and integrate understanding-of safety performance. The results are used by regional management to facilitate planning and allocation-of inspection resources.
The PPR for Vogtle involved the participation of all Region 11 technical divisions in evaluating inspection results and safety aerformance information for the period from LMarch 1 to August 31, 1997, P)Rs provide regional management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance and senior management meeting reviews.
This ' letter advises you of our planned inspection effort resulting from the Vogtle PPR review and the general time frame of planned inspections plus the exact dates of. team inspections.
It is 3rovided to minimize the resource
-impact on your staff and to allow for scleduling conflicts and personnel availability to be resolved in advance of inspector-arrival onsite.
The
-enclosure details our inspection plan for the next six months.
Indiviaual 4
inspections are identified by the month (s)-in which we intend to conduct the inspection.
Exact dates are not provided for non-team inspections because experience has-proven'that we must often change dates as a result of higher priority requirements and conflicts at your site or other sites.
You will be contacted three to six weeks prior to individual inspections to confirm dates.
The rationale or basis for each inspection outside the core inspection program is provided so that you are aware of the' reasons for emphasis in these program areas.
Resident inspections are not listed due to their engoing and continuous nature;
- The.NRCls, general policy for reactor inspections is that each insaection shall be announced c except when-announcing the inspection could reasonaMy compromise the objectives of the inspectors. Therefore, some_ specific insp6ctions'. such as in the security and radiological protection areas, may not'be announced.
