Docket 50180 University of Missouri Res.carch Reactor License R 103 SUllJECT: Technical Specification change request pursuant to 10CFR50.59(c) and 10CFR50.90.

The University of Missouri Research Reactor (MURR) requests approval to make the follocing revision to Technical Specification 6.1.b. (revision bolded):

"b. Written procedures shall be in effect for normal operations of the reactor, emergencies, radiological control and the preparation for shipping and the shipping of byproduct material produced under the reactor license. Copies of the operating, emergency and radiological contml procedures shall to available in the reactor control room. The Reactor Manager shall annually review and approve Reactor Operating and Emergency Procedures.

The Manager, Reactor IIcalth Physics, shall annually review and approve radiological control procedures and the procedures for preparation for shipping and the shipping of byproduct material."

This request is made principally as part of our follow up actions to the November 3 7,1997, inspection concern regarding procedures used for preparation of byproduct material for shipping. This request is to make explielt the requirement for this set of procedures. These procedures have been implicitly understood to be included as required under the procedures for the shipping of byproduct material.

The wording of this change is consistent with the language in the NRC Safety Evaluation Report supporting Amendment No. 23 to our license, dated May 17,1993. The requested change to the second sentence is to clarify the procedures which are required to he available in the reactor control room. The procedures for preparation and shipping of byproduct material are maintained at the locations within the facility where these activities take place.

The changes requested do not involve a red"etion in a margin of safety or a significant hazard consideration. These changes are requested pursuant to 10CFR50.59(c) and 100FR50.90, cerely, Reviewed and Approved:
