On October 9,1997,, the regional: staff completed the semiannual Plant

- Performance Review (PPR) for Hatchi The staff. conducts these reviews for all operating nuclear power plants to develop an integrated understanding of-safety performance._ The results are used by regional management to tacilitate--

planning and allocation of inspection resources. The PPR for. Plant Hatch involved the participation of all Region 11 technical divisions in evaluating inspection results and safety aerformance information for the period from March 1 to August 31, 1997, P?Rs provide regional management with c current' summary of licensee performance and serve as inputs to the NRC Systematic.

Assessment of Licensee Performance and senior management meeting reviews.

inis leltar advises you of our planned inspection effort resulting from the Plant Hatch PPR review and the general time frame of planned inspections plus the exact dates of team inspections.

It is provided to minimize the resource impact on your. staff and to allow for scheduling conflicts and personnel availability to be resolved in advance of inspector arrival onsite. The enclosure details our inspection plan for the next six months.

Individual inspections are_ identified by the m,; nth (s) in which we intend to conduct the inspection.

Exact dates are not provided -for non-team inspections because experience has proven that we must often change dates as a result of higher priority requirements and conflicts at your. site or nther sites.

You will be contacted three to six weeks prior to individual ins)ections to confirm dates.

The rationale or basis for each inspection outside tie core-inspection program is provided so ti.at you are aware of the reasons for emphasis in these program areas.. Resident-inspections are.not listed due to their ongoing and continuous nature.

The NRC's general policy for reactor inspections is that each ins)ection shall be announced.Lexcept when announcing the inspection could reasona)1y-compromi_se the objectives of the inspectors. Therefore. some specific inspections; such as in-the security and radiological protection areas, may I

As part of the regional initiative inspection program, we plan to conduct followup-inspections of fire barrier penetration seal issues during the next six months.

The issues are discussed in Irformation Notice (IN) 88-04 Seals,guate Qualification and Documentation of Fire Barrier Penetration "Inade and-IN 88-56,

  • Potential Problems with Silicone Foam Fire. Barrier-Penetration Seals." The specific inspection is scheduled at your facility in the next~six months.

We will inform you of any changes to the inspection plan.
