SUBJECT:

OPERATIONAL SAFEGUARDS RESPONSE EVALUATION

Dear Mr,

Hagan:-

The purpose of this letter is to confirm telephone discussions that involved representatives from the Office of Nuclear Reactor Regulation, Region IV and your stsff in regards to the Operational Safeguards Response Evaluation (OSRE) scheduled to be conducted December 811,1997, at the Grand Gulf Nuclear Station. A general review of the OSRE program and interactions with your staff are also discussed.

The primary objective of the GSRE prograrn is to evaluate the response of your security staff to an external threat. An OSRE team includes a nuclear system engineer, reactor safeguards specialists, and at least three NRC contractors. Additionally, support is provided t, an NRC resident ir spector and a Region IV physical security specialist inspector. An importaiit aspect of the OSRE program is to observe the priorities established by your operations and security departments for the protection of plant equipment and the protective strategies employed.

The NRC contractors are covered by a Fitness fer Duty (FFD) program equivalent to licensees' programs under 10 CFR Part 26; therefore, they are exempt from pre access or random licensee FFD testing. However. suspected FFD infractions by these NRC contractors should be handled in the same manner as NRC employees, j

An overview of the planned OSRE activities will be presented at the entrance meeting which will be conducted when the team arrives on site. This meeting will provide an opportunity for you to ask questions or request clarification of the OSRE objectives. After

~i the entrance meeting, part of the team plans to take a general orientation tour of the protected area perimeter and potential target equipment sets. Concurrently, part of the team will meet with appropriate site operations and/or engirnering staff to identify the site-specific sets of target equipment to be used in table top exercises and actual on site response drills. The team will conduct several table-top, time-line response exercises with response team leaders. Th<., OSRE team will observe your security force during response

~ drills, which should be performed using normal drill procedures and participants. The OSRE L

team's participation concerning the drills will only involve the selection of scenarios and the observation of drills conducted by your security organization. Additionally, the team will interview training staff and attend a live fire weapons demonstratio*1 by security officers to observe courses of fire and familiarity and proficiency of officers with response weapons.) g The team nuclear systems engineer will also want to meet with additional plant operations to assure that security systems are not interfering with safe operation of the plant.

Grand Gulf Nuclear Station t Please provide appropriate plant personnel suppc.t for the OSRE team during the scheduled evaluation. Specifically, security members will require escorts from the security training department: and the team systems engineer will need an individual f amiliar with safety equipment location and functional capabilities. The team will schedule its activities to avoid the disruptica of normal plant operations. Trie team also plans to interview the security officers during weapons f amiliarity and proficiency activities. The time that various team members plan to spend on site may vary, but generally will range between 6 E bours per day. Some of this time is expected to be curing evening hours.
