- SUBJECT: NPC INSPECTION REPORT 150-00017/97-02
- Dear Mr. Olivier:
On July 7,1997, the NRC comp'sted the onsite portion of an inspection of activities
performed by Gulf Coast inspection, Inc., (GCl) in areas under NRC jurisdiction,
specifically, in federal waters off the coast of Louisiana. - The inspection included
interviews with GCI employees and a review of pertinent records related to radiography
work your company has performed on laybarges working in offshore Outer Continental *
Shelf (OCS) federal waters. A preliminary briefing was conducted with your radiation
safety officer on July 17,1997, and a final telephonic exit briefing was conducted with

you on November 7,1997. The enclosed inspection Report 150-00017/97 02 documents
this inspection.
The inspection identified two issues which are being categorized as unresolved items
pending further NRC review. An unresolved item is defined as an item in which the NRC'

needs additional information in order to determine compliance. The first unresolved item i
involves GCl conducting radiographic operations in federal waters without filing an NRC
Form 241 with the Commission, or without first notifying the Radiation Prottiction Division,
State of Louisiana as specified in 10 CFR 150.20. The second unresolved item involves
the use of radiographic equipment in federal waters which had been approved for use by
the State but did not meet NRC equipment performance requirements as specified in 10
CFR 34.20 for use in areas under NRC jurisdiction._ We are not seeking a response from
you concerning these items at this time. The NRC is reviewing the unresolved items in
conjunction with the State of Louisiana Radiation Protection Division. We willinform you
of the outcome of our review.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
