Dear Mr. Curry:

The staff of the Special Projects Office (SPO) of the Office of Nuclear Reactor Regulation has raviewed your submittals dated September 17 September 24, September 26, October 1, and October 10,1997, regarding Revision 4 of Project Procedure PP-07, " Discrepancy Reports,"

Revision 3 of Project Procedure PP-02, " Accident Mitigation Systems Review," Revision 3 of Project Procedure PP 03," Process Review, Configuration Manrcement Program (CMP)

Horizontal Slice," Revision 2 of Project Instruction Pl.01,

  • System Vertical Slice Review (SVSR)

Implementation Checklists and Workbooks," Revision 3 of the independent Corrective Action Verification Program (ICAVP) Audit Plan PLN 01, and the addition of personnel to the Millstone Unit 2 ICAVP.

The GPO stuffs review of Revision 4 to PP 07, included in the September 17,1997, submittal, determined that the revision appropriately incorporated the staffs comments and the recommendations for utilizing the Technical Advisory Group (TAG) to review and comment on discrepancy reports issued by P.irsons Power Group inc. during the Millstone Unit 2 ICAVP.

However, the staff did note that Revision 4 to PP-07 (procedure and exhibit 1) does not delineate the iterative process to 1 e used to attempt resolution or identify further reviews necessary for discrepancy reports that are determined to be open following ICAVP team review of the Northeast Nuclear Energy Company (NNECO) response. Also, Section 5.4 does not provide direction on how to address NNECO responses that assert that no diseracant condition exist. For example, how to review a response which states that the discrepant condition was previously identified by Millstone CMP, whether Parsons agrees or not. PP-07 should be revised to address situations that could occur in the final resolution process of discrepancy reports. With the exception of these staff comments, Revision 4 to PP-07 is approved for use.

The SPO staffs review of Revision 3 to PP 02, included in the September 24,1997, submittal, determined that the revision appropriately incorpoW.ed the staffs comments and recommendations identified during the first phas6 l the ICAVP Implementation Inspection at Parsons. The SPO staffs review of Revision 3 to PP-03, also included in the September 24, 1997, submittal, determined that the revision appropriately incorporated the staffs comments and recommendations and specifically that the NRC staff be involved with review of the CMP l
