Dear Mr. Stello:

In accordance with the Federal anergency Management Agency (FEMA) rule 44 CFR 350, the State of Delaware submitted its State and associated local plans for radiological energencies related to the Artificial Island Generating Station (formerly Salem / Hope Creek) to the Regional Director of FEMA Region III for FEMA review and approval. 'Ihe Regional Director canpleted and forwarded his final evaluation of the Delaware State and local plans to me on September 27, 1982, in accordance with section 350.11 of the rule. However, subsequent to the State's original submission, areas requiring action by the Delaware IMpartment of Public Safety were identified ard resolved in a January 15, 1986, FEMA finding. Included in this evaluation is a review of exercises conducted April 8, 1981, October 13, 1982, October 26, 1983, and October 29, 1985, and a public meeting held on May 27, 1981, which explained the site-specific aspects of the State and local plans.

Based on an overall evaluation, I find and determine that the State and local plans and preparedness for the Artificial Island Generating Station are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological energency. However, while there is a public Alert and Notification (A&N) system in place and opera-tional, this approval is conditional on FEMA's verification of the A&N systen in accordance with the criteria of NUREG-0654/ FEMA-REP-1, Rev.1, Appendix 3; and the " Guide for the Evaluation of Alert and Notification Systens for Nuclear Power Plants" (FEMA-REP-10).
