Pursuant to Subtitle E of the Small Business Regulatory Enforcement Fairness Act of 1996, 5 U.S.C. 801, the Nuclear Regulatory Commission (NRC)is submitting Reg.ilatory Guide 1.168," Verification, Validation, Reviews, and Audits for Digital Computer Software Used in Safety Systems of Nuclear Power Plants"; Regulatory Guide 1.169," Configuration Management Plans for Digital Computer Software Used in Safety Systems of Nuclear Power Pisnts"; Regulatory Guide 1.170," Software Test Documen-tation for Digital Computer Sof tware Used in Safety Systems of Nuclear Power Plants"; Regulatory Guide 1.171,"Sof tware Unit Testing for Digital Computer Software Used in Safety Systems of Nuclear Power Plants"; Regulatory Guide 1.172, " Software Requirements Specifications for Digital Computer Software Used in Safety Systems of Nuclear Power Plants"; and Regulatoiy Guide 1.173," Developing Software Life Cycle Processes for Digital Computer Software Used in Safety Systems of Nuclear Power Plants."

These new regulatory guides provide guidance to licensees and applicants on methods acceptable to the NRC staff for complying with the NRC's regulations for promoting high functival reliability and design quality in software used in safety systems of nuclear power plants.

We have determined that these regulatory guides are not " major rules" as defined in 5 U.S.C. 804(2). We have confirmed this determination with the Office of Management and Budget.

Enclosed is a copy of the guides, which will be distributed to affected licensees and other interested parties.
