Dear Mr. Kingsley:
This refers to the meeting conducted at the Region ill office of the Nuclear Regulatory Commission (NRC) in Lisle, Illinois, on December 10,1997. This meeting was to discuss the status of your actions to improve fire protection at Quad Cities Station with regards to the requirements of 10 CFR Part 50, Appendix R.
During this meeting, you were unable to demonstrate that the current safe shutdown analysis and pmcedures were adequately reviewed, validated, and approved to assure that a design basis fire in any plant area will not prevent the performance of necessary safe shutdown functions.
Subsequently, you shut down Unit 1, the remaining operating unit, to further evaluate corrective actions to be taken.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosures will be placed in the NRC's Public Document Room.
