Dear Dr. Jackson,

I am writing to you today to express my deep concerns over the ongoing events at the Millstone Nuclear Power Station in Waterford, CT. As I am sure you are well aware, intim:.dati.on and harassment of employees who raise safety concerns is stiA1 a problem at Millstone at the same time a vote by you and your Commission for restart is e only several months away. This and many other issues I have looked into in the past 24 months as a resident of Waterford have concluded

. to me that you and the NRC Commission must revoke the license of Millstone Nuclear Power Station. or at the very least delay restart of Unit III. The public can not be assured of their health and safety any other way..

The latest report (8/25/97) by Little Harbor Consultants the firm you required the Northeast Nuclear Energy Co. (NNECo) to hire to assess the Employee Concerns Program has found retaliation against two engineers who vere trying to do their jobs by requesting that management slow down the restart schedule in order to correct completely the Motor Operated Valves of Unit III. When doing sonething right got in the way of top managements aggressive schedule, the 2 contracting engineers where terminated. LHC concluded that there has been a " chilling effect" within the MOV department. This should not be happening at this close a date to restart..

This compounded with the numerous other technical, design, training and other employee problems at this plant signals that the long standing deficiencies at Millstone are no where near solved.

I am asking that the Commission please consider any of the following recourses 1) Revoke the license of Millstone Power Station Units I, II, and III, 2) Delay restart of Unit ILL until NNECo menagement meets all regulatory requirements or 3)The Commission should meet with members of the public vhom it is your job to protect prior to restart. Thank You Chairvoman Jackson for your ef forts and please believe my concerns are ger.uine.
